A bunch of patches.

• Project Start Date Calculation. Creating a project now correctly displays the correct latest start date.

• Project Status Management. Replaced the "Start" button with a "Resume"button when the project/location previously started.

• Redesigned Template Lock Icons. Distinguished the locked/unlocked template icon. Color and size fixes.

• Account Menu All Expanded Issue. When an options menu is clicked for any account, only that menu will now open.
